"In these kingdoms of the Indies, persons shall be classified according to their quality and blood. Those born of a Spanish father and Spanish mother, having arrived from the Peninsula or been born in these lands, shall be known as EspaƱoles and shall be eligible for all offices of honor and governance. Those born of a Spanish father and an Indian mother shall be known as Mestizos, and shall be barred from certain positions reserved for EspaƱoles. Those born of a Spanish father and an African mother shall be known as Mulatos. Those born entirely of African descent, whether enslaved or free, shall be known as Negros and shall bear the heaviest burdens of tribute and restriction. The Indian tributaries shall pay their accustomed dues and shall be protected from enslavement, though they remain subject to the authority of colonial administration. These distinctions serve the order and stability of our kingdoms."
